Miterrandian apathy in zaire. Despite the links established between the Elysée regulars and the Zairean barons , Mitterrand's policy in Africa will have been less «mobutist» than the strongly political entrepreneurship of his predecesor. In 1981 too much was expected from the left. In fact there was but a low profile policy interrupted by a few annoyed moves towards the Zairean despot. Even Mobutu's support to the French operation in Tchad won't make him a regular of the Elysée. Finally there was in the French policy in Zaire more laziness than cynicism
