Social Class and Ethnicity in Nineteenth Century Rural Wales

The majority of studies of nineteenth century rural Wales have concentrated on the cultural and linguistic determinants of conflict between an Anglicised land owning elite and a largely Welsh speaking Non-Conformist tenantry. In this paper it is argued that a deeper understanding of the causes of rural conflict during this period can be arrived at by locating these groups in the developing capitalist mode of production and the social relations of production derived therefrom. Theories of rural conflict and peasant political movements are applied in the Welsh context in an attempt to explain why and how a politically and economically weak tenant class became an effective political movement ultimately destroying the hegemony of the land owners. Of particular importance is the location of ethnicity as an ideological strategy aiding the political mobilization of an intrinsically isolated and dependent tenantry Consequently it is argued that ethnicity has its base in rural class conflict rather than the superficiaľ cultural, linguistic and religious differences between these two primary social classes. These differences reflect the way in which more fundamental class conflicts are enacted rather than being the cause of rural conflict in nineteenth century Wales in their own right.RésuméCeux qui ont étudié le Pays de Galles rural au dix-neuvième siècle ont surtout insisté sur les factcurs linguistiques et culturels du conflit qui opposa ľélite anglophone des grands propriétaircs à la classe des fermiers non conformistes et de languc galloise. Cet article propose une meilleurc explication de ce conflit à partir ?une théorie du mode de production capitaliste en croissance et des rapports de production qui en dérivent. Cette théorie est ici appli-quée à un conflit rural et à un mouvement paysan pour expliquer comment cette classe de fermiers, faible au plan politique comme au plan économique, a pu devenir un réel mouvement politique et finalement renverser ľhégémonie des propriétaires fonciers. Le facteur ethnique apparait alors crucial dans ľélaboration ?une stratégic idéologique qui soutient la mobilisation politique ?une classe ?agriculteurs isolés et dépendants. Ce facteur ethnique s'avère alors fondé sur un rapport de classe plutôt que sur des éléments culturels, linguistiques ou religieux qui séparent en apparence ces deux classes opposées: ceux ci reflètent le conflit de tlasse plus qu'ils n'en sont la cause.KurzfassungDie Mehrzahl der Studien über das ländliche Wales im 19Jahrhundert haben sich auf die kulturellen und linguistischen Detcrminanten des Konflikts zwischen ciner landbesitzen-den anglizierten Elite und den ubcrwicgend walisisch sprcchcndcn nonkonformistischen Pächtern konzentriert. In diesem Beitrag wird angenommcn, daß ein tieferes Verständnis der Ursachen des ländlichen Konfliktes dicser Zeit möglich ist, wenn die Stellung dieser Gruppen im Rahmen der beginnenden kapitalistischen Produktionsweise und der damit verbundenen sozialen Bezichungen in der Produktion bestimmt wird. Theorien des sozialen Konflikts auf dem Linde und der politischen Bauernbewegungen werden auf den walisischen Kontext übertragen, um eine Erklärung dafär zu finden, warum und wic eine politisch und ökonomisch schwache Pächtcrklasse zu einer wirkungsvollen politischen Bewegung werden und schließlich die Vorherrschaft der Landbesitzer brechen konnte. Von besonderer Bedeutung ist dabei die Einordnung der Volkszugehörigkeit, die im Rahmen einer ideologischen Strategic dazu diente, die weitgehend isolierten und abhängigen Pächter leichter zu mobilisieren. Folgerichtig wird angenommen, daß das Volkstumsdenken seine Wurzcln eher in ländlichen Klassenkonflikten hat als in 'äußerlichen' kulturellen, sprachlichen und religiösen Unterschieden zwischen dicsen beiden sozialen Hauptklassen. Diese Unterschiede spiegcln mehr die Art und Weise wider, wie grundsätzlichere Klassenkonflikte sich abspielen, als von sich aus Ursachen von ländlichen Konflikten im Wales des 19 jahrhunderts zu sein
