In the last month of his life the Right Honourable CD. Howe was tendered a banquet by his friends. After listening to speeches praising his life and accomplishments the guest of honour stood up to reply. In the audience sat men he had known for years, as students, as clients in the grain business, as civil servants, as wartime administrators, as political colleagues, and as friends. The former prime minister, Louis St Laurent, was there. So was the Conservative editor of the Ottawa Journal, Grattan O'Leary, who eulogized Howe as 'one of the most distinguished and rabid conservatives in this country's history/1 By the time the banquet took place, in November i960, Howe had been out of parliament for over three years. Politicians and publicists had not yet forgotten the debacle of the pipeline debate of 1956 when Howe had rammed through his pipeline in the teeth of an opposition filibuster at the expense, some thought, of the rights of parliament. The pipeline clouded the Liberals' last year in office and in the minds of some of his colleagues Howe had become a political liability by the time the 1957 election rolled around.
