IN A preceding paper we discussed certain of the political world stemming from facts of physical and human geography.2 The last of these facts was circulation-the movement of men and things on the face of the earth. The next step brings us to the present paper, for movement is the essence of strategy. This is true even though is not confined to the military art: the implementation of every political decision requires movement. It may be messages that move, or men, or money, or munitions. Strategy in the broad sense can be defined as the art of using power. Global strategy implies this art viewed in relation to the whole world. The strategic views of our title are geographical patterns related to global strategic ideas. As in the preceding paper, we do not attempt encyclopedic coverage.
