The laws of 1919 and 1924 created a town planning System seeking a planned management of land use. To assess the socio-political significance of this first French modem urban planning, two analytical approaches are used. The first relates to the scope of the regulations concerning the public appropriation of land : a continuing gap in the inter-war period between the new principles posed by the laws and their jurisprudential interpretation by the Conseil d'Etat reveals the persistent influence of land property interests. The second approach leads to examine how the criticism of the costs of planning grew into a general reflection on the role of local finance in the generation and circulation of wealth
