FEDERAL legislation is the cornerstone of the legal and administrative aspects of American societal relationships with the physical environment. Increasingly this legislation influences the ways in which Americans, as individuals and through associations, corporations, and governmental agencies, can utilize the environment. The past decade has witnessed a substantial increase in the amount of federal man-environment legislation. This outpouring of new laws has been predicated, in large part, on a governmental search for environmental quality. Concern for environmental quality is a new theme in federal legislation, one that both overlaps older themes and stakes out new ground. This theme is explicit in some legislation but is implicit in other acts that are more readily associated with earlier types of federal man-environment legislation. My intent here is to analyze environmental quality as a theme in congressional enactments, to show its relationship to other man-environment legislation, and to outline the budgetary and reorganizational actions of Congress in its pursuit of environmental quality
