Currently, the terms culturally deprived, educationally deprived, underprivileged, and disadvantaged are used to describe segments of the American population which continue to challenge social institutions, agencies, and professionals intent on improving the lot of the other Americans. To date, ameliorative efforts have not been encouraging. Undoubtedly, one of the reasons for the apparent lack of success is the labels themselves, for they imply that certain groups are without or somehow lacking in culture
