Speaking to the United Nations Association of the United States in April 1985, Canada's ambassador to the United Nations, Stephen Lewis, took up rhetorical arms in defence of that muchcriticized organization. Already working quietly for a concerted diplomatic response to persistent and disturbing criticism of the United Nations, Lewis used his speech to take aim at the Heritage Foundation, a conservative American research institute with close ties to the Reagan administration which some months earlier had published an edited volume entitled A World Without a U.N.: What Would Happen if the United Nations Shut Down. Several days after the speech, Lewis spoke of Canada's 'long and loyal commitment to the u.n. and multilateralism. When the u.n. is criticized illegitimately,' he argued, 'I have the right to come to its defence.'1
