Dans une zone interne de l'Italie méridionale, aux dimensions dominantes de ruralité, marginalisation et déficit, un projet de parc naturel soulève des interrogations fondamentales. Un parc, protection autoritaire et répressive d'un territoire ou gestion dynamique du milieu? Intervention planificatrice externe ou modèle interne de valorisation des ressources? Le parc naturel, nouveau projet social de la société industrielle urbaine alarmée par les excès de l'expansionnisme technologique sur l'environnement, modifie les stratégies productives de l'espace rural. Mais loin de n'être que la superposition d'une nouvelle technostructure, ce projet implique dans une telle région une véritable restructuration des cadres spatiaux, des activités économiques, et des comportements culturels, visant le rééquilibrage de tout un système social qui a subi un long processus de dépossession économique et de déculturation mentale. Pour cette zone périphérique, c'est l'occasion d'un developpement intégré selon une orientation de modernité active, à concevoir sans planification des hommes mais avec participation des hommes. Pour la société technicienne, c'est l'occasion d'une prise de conscience écologique sur l'asservissement industriel de la nature. Plus que de simples corrections et contrôles technologiques, les écosystèmes perturbés ont besoin de nouveaux rapports homme-nature qui ne soient plus conflictuels mais compatibles, où homme écologique et homme électronique sans concurrence pourraient sortir de la domination de la machine.SUMMARYIn an inland area of southern Italy, which could be characterized as rural, marginal and declining, a Nature Park project raises some vital questions. Does a Park represent an authorative and repressive protection or a dynamic management of the environment? Is it a planning intervention imposed from outside or an attempt to develop local resources from within the region? As a new social venture from urban-industrial society which fears excessive technological pressure on the environment, this Nature Park is going to change the productive use of rural land. But, far from being merely a new technological structure, this project involves complete reorganization of spatial structures, economic networks and cultural behaviour, since it aims to reach a new equilibrium in the whole social system which has suffered from a long process of economic expropriation and mental deculturation. For this peripheral area it provides an opportunity for integrated development, leading to active modernisation which should be regarded, not as planning of people, but as participation of people. It is a chance to raise the consciousness of a technological society about the enslavement of nature. More is needed than simple adjustment or technical control; disturbed ecosystems need new man-nature relationships. These must not longer be conflictual but consistent so that both ecological and electronic man - no longer in competition - can free themselves from machine domination.ZUSAMMENFASSUNGEin Naturparkprojekt im Innern Süditaliens mit ausgesprochen ländlichem, marginalem und defizitärem Charakter wirft einige Fragen grundsätzlicher Art auf. Bedeutet ein solcher Park autoritärer und repressiver Schutz eines gebietes oder eine dynamische Verwaltung der Umwelt? Ist es ein planerischer Eingriff von außen oder ist es ein internes Beispiel für die Höherbewertung natürlicher Resourcen? Der Naturpark als ein neues soziales Projekt der industriellen, urbanen Gesellschaft, hervorgerufen durch die gravierenden Auswirkungen des technologischen Expansionsdrangs auf die Umwelt, verändert die produktiven Strategien des ländlichen Raumes. Aber weit davon entfernt, nur eine Überlagerung durch eine neue Technostruktur zu sein, hatdieses Projekt in einem solchen Gebiet eine beträchtliche Veränderurng der räumlichen Strukturen, der ökonomischen Aktivitäten und der kulturellen Verhaltensweisen zur Folge, die alle auf ein ganz neues Gleichgewicht des sozialen Systems zielen, nachdem dies einem langen Prozeß der ökonomischen Enteignung und der geistigkulturellen Zerstörung unterworfen war. Für dieses periphere Gebiet entsteht damit die Gelegenheit der integrierten Entwicklung mit einer aktiven, modernen Orientierung, nicht im Sinne einer Verplanung der Menschen, sondern deren Partizipation. Für die technozistische Welt ist es die Gelegenheit, sich der ökologischen Gesichtspunkte bei der industriemäßigen Unterwerfung der Natur bewußt zu werden. Mehr als einfache technologische Korrekturen und Kontrollen brauchen die gestörten Ökosysteme neue, nicht so konfliktreiche, sondern harmonischere Beziehungen zwischen Mensch und Natur, wobei der ökologisch bewußte und der die Elektronik nutzende Mensch dann, ohne in Konkurrenz zueinander zu stehen, aus der Beherrschung durch die Maschine heraustreten könnte
