NEW TECHNOLOGIES AND USERS' SKILLS Marina Chiaro and Leopoldina Fortunati Based on a survey carried out in 1998 in Italy, this article considers the question of real use, by private individuals, of information and communication technologies. After an overview of the penetration of these technologies in households and an exploration of the relationship between the number of machines in the home and users' skills, the authors examine in detail which available services and functions are effectively controlled, where and how people learn to use them, and what difficulties are encountered. Some data seem to vary, depending on age and gender. However, despite a fairly positive and optimistic evaluation by those concerned, a general under-utilization of the possibilities of these tools emerges. This poses the problem, in particular, of the adaptation of machines on the market to suit the demand, and that of the degree of intelligibility of users' manuals
