The concept of « presidential majority » constitutes the link between the two springs (presidential and parliamentary) of the Fifth Republic. It organizes the coupling of the presidential élection and the functioning of the institutions. Merely sketched by General de Gaulle, this mechanism was used cautiously by V. Giscard d'Estaing, who then had to give it up. Systematically used by Fr. Mitterrand, the coupling has reached its maximum degree and leads to a blocked situation : full bipolarization may jeopardize the presidents function
