Entre 1970 et 1985 le «Nouveau Federalisme» a conduit, aux Etat-Unis, au transfert d'une des responsabilites fondamentales de l'Etat federal vers le niveau local. Celle-ci consiste a s'efforcer d'instituer un climat economique et social favorable. L'A. montre comment cette politique a atteint son point culminant sous l'administration Reagan alors que de nombreux indicateurs socio-economiques semblaient montrer une situation difficile dans de nombreux etats. Il veut montrer que la puissance revendicative de la classe ouvriere et l'organisation de l'Etat-providence sont apparues comme des menaces pour le pouvoir des milieux d'affaires et que celles-ci ont ete neutralisees avec le «Nouveau Federalisme». Il montre en meme temps que cette politique contribua a creer des crises fiscales et a instituer des politiques de developpement inefficaces au niveau des differents Etats
