Proposition I is that, as historical evidence shows, social structures which are ethnically or racially differentiated will frequently divide on the lines of dominant and subordinate groups. This gives rise to the kind of definition that would apply the label 'minority' broadly to all those groups which by virtue of differences based on racial, religious, national, linguistic or other cultural factors, are singled out for differential treatment, and in consequence regard themselves as objects of collective discrimination.
