The Struggle for Drug Reform in Cold War America and Its Consequences

In recent years, the pharmaceutical industry has been in close competition with the tobacco industry for the title of least-trusted industry in the world. There is a paradox here: after all, one industry markets poisons, while the other markets cures. Yet the political histories of the two industries show striking congruences. As Dominique A. Tobbell argues in Pills, Power, and Policy, by the mid-1960s the pharmaceutical industry had developed such an extensive influence in American regulatory politics that tobacco executives used it as a model for how an industry under fire could withstand attempts at government reform. In this insightful and lucid volume, Tobbell tracks the academic, professional, and political alliances that transformed the fledgling American drug industry into one of the most powerful lobbies in Washington. The political capital of the pharmaceutical lobby, in Tobbell's analysis, does not arise directly from mere spending power, but from crafting networks of expertise and influence that allowed the industry to make arguments for self-preservation that resonated with other professional, political, and economic discourses in American public life
