This article is a proposal for reflection on the concept \nof quality in health in the international context and \nits attempts to standardize a construct and define a \nmodel, evidencing that quality is not adequately \nincorporated into legislative developments. \nThe different approaches and international standards \nforce the following question: Is it possible to \ndefine, formalize and generate a single regulatory \nframework? The objective of the bibliographic review \nis to characterize a construct of quality in health and \nto demonstrate the health advances in the world to \naccount for some normative models that guide health \npolicies in different countries. This is complemented \nby more than 10 hospital pre-investment studies \nprepared in Chile (between 2000 and 2010). It is \nconcluded that quality is a multivariate concept in \nconstant evolution and mobility, that its measurement \ndepends on the area of work and who measures it, \nand that the analyzes of the quality models reflect that \nthere is no consensus in this regard and, therefore, \ncare must be taken when approaching the regulatory \nframeworks
