Health in cities is a growing concern and suffers from several threats arising from deficiencies in urban planning, providing, in particular, the increase in pollution and vulnerability caused by socio-spatial inequality.Living in urban centers has been a risk factor for the development of diseases.On the other hand, it is clear that improvements in the usability of urban space add well-being to people's lives, and interventions in this area should be thought of as tools for improving public health.In this sense, this study proposes as a central objective to evaluate the compliance by the municipality of São Paulo with the Sustainable Development Goal no 11 of Agenda 2030 (SDG 11), whose purpose is to make cities inclusive, safe, resilient and sustainable.This evaluation was carried out by analyzing the scope of the objectives established in the Strategic Master Plan (SMP), Municipal Law no 16.050/2014, the main regulatory norm for urban planning in force in the city of São Paulo, which is in the process of undergoing legislative review.Regarding the specific objectives, this study analyzed the convergence between the SDG 11 goals and the objectives of the SMP, as well as the actions carried out by the local Government, from 2014 to 2019, related to the proposed goals and objectives.For this assessment, in total, data from 73 municipal indicators were analyzed.This is a quality-quantitative research that was supported by the bibliographic review of themes inherent to sustainable urban planning, and by the inductive and deductive approach method, for analysis and characterization of the data obtained in the proposed study.As a result, the convergence between the goals of SDG 11 and the goals of the SMP was evident, however, in relation to the fulfillment of goals and targets, the only successful result found was in urban mobility, specifically related to the improvement of the municipal vehicles fleet with accessibility for people with reduced mobility, jumping from 78.7% in 2014 to 99.4% of fleet accessibility in 2019.All the other indicators analyzed point to a huge gap between what is proposed in the regulations and what is actually carried out by the competent municipal governance.Reduced or depleted essential budgets; lack of integrated, decentralized and participatory management; policies, actions, monitoring systems and availability of interrupted data were also evidenced, demonstrating that, in addition to the delay in meeting the proposed goals and objectives, the municipality fails to guarantee access to information.It is believed that, with an accurate diagnosis, and with the recommendations offered in this study, it is possible to contribute to the review of the SMP, as well as public policies for urban planning, allowing reflections on the possibilities and paths for local governance practices that contemplate the effective incorporation of sustainable values, aligned at a global level, to achieve prosperity and well-being for all by 2030
