Bloco no poder e política externa nos governos FHC e Lula

The present research has investigated the relationship between foreign policy and the bloc on power in FHC ́s and Lula's governments.As part of a collective research conducted by "Neoliberalism and class relations in Brazil" study group -Cemarx (Unicamp) -, this thesis sought to identify which class interests have determined the political position of the Brazilian State in the international arena during those administrations.Our hypothesis demonstrates the change on the foreign policy orientation was linked to the new configuration of the bloc on power, particularly the political rise of the large internal bourgeoisie.This fraction class contains on its core, companies that have predominantly national capital, some of them are public companies and, peripherally, some multinationals.We believe that during the FHC ́s administration, in order to achieve the needs of domestic and international finance capital, the Brazilian State has subordinated itself passively to imperialism.What indicates that the fraction who had the hegemony at that period behaved as a buyer bourgeoisie, which means a transmitter belt for the imperialism interests within the Brazilian national social formation.Nevertheless, over the years, especially since FTAA negotiations, the large internal bourgeoisie coalesced itself demanding greater leeway for the state, especially regarding trade openness.Therefore, during the Lula's administration, the Brazilian State has approached itself to dependent states (prioritizing south-south relations) and have taken political positions that resulted in conflicts with the imperialism.The foreign policy converged with the economic interests of the large internal bourgeoisie.These interests could be translated as: protectionism and the policies of increasing exports and boost the internationalization of companies.We conclude that the political position of the Brazilian State transitioned from passive subordination to conflictive subordination.x xi RésuméCette étude a recherché les rapports existant entre la politique extérieure et le bloc au pouvoir pendant les gouvernements FHC et Lula.Étant une partie d'une enquête collective réalisée par le groupe "Néolibéralisme et les relations de classe au Brésil"‖ -Cemarx (Unicamp) -, cette thèse a cherché d'identifier quels intérets de classe ont determiné la position politique de l'État brésilien sur la scène internationale pendant ces gouvernements-là.Notre hipothèse c'est que le changement d'orientation de la politique extérieure a été attaché à la nouvelle configuration du bloc au pouvoir, particulièrement, à l'ascension politique de la grande bourgeoisie intérieure.Cette partie de classe réunit, dans son noyau, les entreprises de capital plutôt national, aussi quelques-unes publiques et encore , périfériquement, quelques multinationales localisées au Brésil.Nous avons considéré que pendant les gouvernements FHC, pour privilégier les désirs du capital financier national et étranger, l'État brésilien s'est subordonné à l'impérialisme passivement, ce qui démontre que la partie porteuse de l'hégémonie à l'intérieur du bloc s'est portée comme une "bourgeoisie compradore" , c'est-à-dire, telle une chaîne de transmission de ses intérets impérialistes à l'intérieur de la formation nationale.Pourtant, au cours des années,surtout en raison des négociations de l'Alca, la grande bourgeoisie interne s'est regroupée et a commencé à exiger une plus grande marge de manoeuvre de l'État, principalement par rapport à l'ouverture commerciale unilatérale qui venait d'être adoptée.C'est pourquoi, pendant les gouvernements Lula, l'État brésilien s'est approché des États dépendents, en privilégiant les relations sud-sud, et aussi a pris de positions politiques qui ont provoqué des conflits ponctuels avec l'impérialisme.Le résultat direct de la politique extérieure a été une réponse à l'attente des intérets économiques de la grande bourgeoisie interne, qui ont été traduits par : la protection du marché interne, l'augmentation des exportations et l'impulsion à l'internationalisation des entreprises brésiliennes.Finalement, la conclusion c'est que la position politique de l'État brésilien est passée d'une subordination passive à celle conflictuelle
