The Solidarity Economy (ESOL) is a phenomenon that has gained increasing economic, social and political visibility, especially after the crisis introduced in the 1980s and 1990s, this crisis that hit the Brazilian labor market and many other countries.In the case of ESOL, one of its new features is the way it has impacted the planning of public policies at the municipal, state and federal level, since his actors, organizations and entities seeking recognition, institutionalization and support for their projects and activity.There is a perception that the government can use the ESOL as an instrument to aid the generation of employment and income, especially for particular groups of people in vulnerable socioeconomic and structural difficulty that has to get a level of income.Offe (1989) calls them "problem groups".The central hypothesis is the fact that the indisputable presence of these "problem group s" whose labor insertion is too difficult or even impossible and also traditional whose actions the Ministry of Labour and Employment (MTE) do not cover in full.Actually, the problem starts in defining what is ESOL, which eventually empties into measurement problems of its activities and delineation of specific public policies.Accordingly, it is intended with this work, to meet some experiments that have been occurring in Brazil and in some other countries, in order to seize and analyze how they conceive, what their main achievements and limitations are, such as ESOL is spreading its shares and serving as a means of generating employment and income etc.The work points to the fragility of the policies hitherto built (and experimentation), as well as the need for the development of integrated and transversalized public policies, understood as more effective for the integration into society of those who fall in many countries into the category of "problem-groups
