The objective of this research is to analyze the civic participation on the discussions and constructions of solutions for Crackland of the central area of the São Paulo city.Since politicians can be autonomous, but identified with the activity of the communication exerted by the press, which is who controls the public opinion, it is thus investigated whether the consubstantiality (BURKE, 1969) of politics and communication is an impediment to the deliberative conception (GERSTLÉ, 2005; MATOS e NOBRE, 2006) in the Political Communication process that occurs via the press involving the territoriality.It is applied a study of multiple, holistic and explanatory cases (YIN, 2001) for this purpose, consisting of an analysis of the coverage of the newspapers O Estado de S.
