The vacancy reservation for the access of people with disabilities in Professional and Technological Education is a recent guarantee, materialized by Law 13.409 of 2016.In this scenario, the Federal Institutes (FIs) stand out as institutions that assume the provision of two fundamental rights: education and training/qualification for the world of work.With a focus on this scenario, the present research aims to discuss the criteria used in the vacancy reservation for affirmative action quotas intended for people with disabilities in the FIs documents.Methodologically, a search was conducted for institucional documents selection on the websites of different FIs, focusing on the processes of access to technical courses.The temporal scope was 2022.1, 2022.2, and 2023.1.Twelve institutional documents from different regions of the country were selected.Document analysis identifies that the FIs still attribute the concept of disability based on the medical model, which considers disability as a biological, physiological, or cognitive abnormality, emphasizing the abilities and limitations of individuals expressed through the International Classification of Diseases (ICD).We understand that changing this paradigm will contribute to people with disabilities occupying their rights.The panorama indicates that we need to advance in these discussions, propose means of implementing multiprofessional and interdisciplinary evaluation, as advocated by the Brazilian Law for Inclusion of Persons with Disabilities
