In the present research, we seek to understand how an online digital platform for community participation is constituted and how it can enhance processes of dialogue and organization of information. The research hypothesis is that online digital platforms for public consultation encourage participation in processes that require decision-making, since, in addition to being a means for discussing existing disputes in urban territory, they allow the actors involved to have access to information organized and generated during the collaborative processes in a more direct and transparent way, providing monitoring and control over the decisions taken collectively. In addition, we want to understand whether these platforms can constitute a locus of communication qualification between the various social actors, increasing the chances of success in collaborative processes. In order to verify these hypotheses, we carried out a review of the existing literature, which helped us to understand the organization of communication and information sharing on on-line platforms for community participation and that based the practical experiments, in intervention research that had as its methodological basis the cartographic route to guide processes. The Cartografia da Cultura platform was the main research experiment and, after evaluating the qualitative and quantitative results generated by monitoring the platform, we concluded that the initial hypotheses are acceptable, and that the appropriation and deliberation that took place through the platform can increase participation, towards collaborative city building processes
