The present work aims at analyzing Brazil's foreign policy on Food and Nutrition Security (FNS) from Gramscian and neo-Gramscian concepts within International Relations' critical theory, focusing especially on civil society participation towards building such agenda.In this regard, we seek to understand to what degree such participation built a counter-hegemonic stance within FNS' international debate.Thus, we present a discussion about the history of the social forces who built a Brazilian approach to FNS which is multidimensional and intersectoral, and also rooted in Food Sovereignty and Human Right to Adequate Food principles.Furthermore, we seek to discuss Brazilian foreign policy's democratization based on interpreting it as a public policy.Hence, we assess how such process has influenced public policies and State actions after president Luis Inacio Lula da Silva's election and, especially, how the domestic experience affected foreign policy.We take social participation within the National Food and Nutrition Security Council (Consea) and National FNS Conferences as the main object of our analysis, by studying the social forces that constitute such spaces and by documental assessment of their stances within foreign policy
