This research started from a sociological understanding of the crisis of modernity to reflect on the constitution of a homeless social group on the organization of urban dynamics and its challenges to overcome this situation of extremely vulnerable situation.Considering Sao Carlos as reference group profile was characterized and limiting factor related to freshwater access and use were adressed.Social suffering experience was taken into account on the poor interaction the town territory as a relevant empirical knowledge, which could eventually assist the formulate and implement socially inclusive urban policies
