The present study explores contemporary educational policies discourses that deal with migrant and refugee populations -both at global and local level in the city of São Paulo.Crossing borders has come to be seen as one of contemporary democracies great challenges, while people, collectives and families all over the world continue to resist and build their lives and projects in circulation, as they have always done.The countless attempts to control the most diverse flows of people nowadays -containing the unauthorized and stimulating the desired ones -involve discussions about power, government and biopolitics.Educational systems are among the many fragments from which this field can be observed.In recent years, the presence of immigrants, refugees, asylum-seekers (among other categories of nonnationals) in schools has gained the attention of policy-makers at international, national and local levels, fostering a range of discourses, policy documents as well as practices.Thus, our concern was to realize how the narrative of the non-national has been built from education field.As methodological strategy, we selected a set of educational international documents, produced during the last decade, mainly by multilateral organizations at the UN system.And we undertook the same method in the city, selecting a set of legal documents and public policy guidelines, as well as carrying our interviews with policy-makers directly involved with migration, asylum and education.The analysis showed how education systems participate in the Regime of Truth in the field of human mobility, interacting with broader political, social, security and humanitarian debates.Globally the issue is raised as a "new challenge", the result of "a crisis", and not as a constitutive fact of the world, of the human being and its cultures.It is emphasized, on the one hand, the security discourse, and, on the other hand, the category of the victim.At the same time, the perspective of control is strengthened and the distance of the paradigm of the human rights is evident.At the local level, global issues are negotiated with the presence of dynamic networks, art and culture initiatives, dialogue and constant exchanges -in spaces where immigrants and nonimmigrants circulate.It was observed a set of individual and collective social strategies and practices aimed at increasing the participation of immigrants and refugees at schools and in the city itself.The efforts of recent public local policies emerged as a historic moment in the struggle for rights and recognition of those populations, confirming previous research.Finally, the question of education for immigrants emerges in a place of claim, which extends the meaning given to the right to education historically: beyond the presence at the educational system, it is claimed an education that recognizes, values and promotes interculturality, concept that appears as an undefined horizon and still far from everyday practice
