As a manner to bring the discussion about surveillance capitalism closer to the field of International Relations, this work relies on an International Political Economy approach to discuss the extent to which the relations of production and power that structured information capitalism in the 1980s, remain in effect today. We understand surveillance capitalism as an offshoot of information capitalism, which takes shape from the 2000s onwards. Thus, our objective was to analyze this unfolding process, observing the power and production relations in the inter-capitalist and interstate competition around the information and communication technology (ICT) industry.First, we identified the production and power relations that structured information capitalism, considering the global ICT industry formation in the 1980s.Then, we discussed some factors that explain the development of surveillance capitalism between the 1990s and 2000s, noting its impact on this industry. Finally, to observe the production and power relations that sustain surveillance capitalism today, we explored the inter-capitalist and interstate competition around 5G.As an unfolding of information capitalism, we argue that surveillance capitalism represents more a reinforcement than a rupture of the structure prevailing since the 1980s.Still, it is intriguing to consider the possibility that we are witnessing a change in the central actors of this system
