Democratizing What? Some Reflections on Nation, State, Ethnicity, Modernity, Community and Democracy in Guatemala

This article explores the roots of the difficulties encountered in constructing an effective democracy in Guatemala that meets the needs of Mayan people and Mayan communities. It explores the successes apparent in fostering the acceptance of the idea of Guatemala as a multilingual and pluriethnic entity. Nonetheless, it suggests that there has been tremendous difficulty and significant opposition to effective incorporation of those ideas. It explores this opposition in the context of two areas of contestation: attempts to change the Guatemalan constitution and conflict over community justice and linchamientos. The article argues that the roots of this difficulty stem primarily from a conflict between a locally based identity and the needs for legibility and uniformity on the part of the state. It argues that the conflict in Guatemala suggests a more generalized difficulty between local identity and the demands of liberal democracy that needs to be addressed in any exploration of the indigenous peoples and the challenges of democracy in Guatemala
