The north-west Brazilian territory of Rondônia (elevated to statehood in 1981) has always been considered a frontier territory, where European settlement has been based on primary resource booms (gold, rubber, diamonds). But after 1970 much larger-scale settlement took place, based on a series of governmental projects developed by the National Institute of Colonization and Agrarian Reform (INCRA). Agricultural settlers were to be given medium-sized plots of land with full economic and technical asistance. In fact almost no services were provided, corruption was rampant and Rondônia came to be known as the “Brazilian Far West”. Colonization was also implemented with no consideration whatever for the rights and culture of local Amerindians, who have suffered systematic land invasion, disease and genocide. Since 1981 these problems have been aggravated by a grandiose World Bank project known as POLONOROESTE, and in recent years the situation has finally provoked politicization and organized resistance among the remaining Indians
