Before 1985 the Sandinista government in Nicaragua imposed severe constraints on the management and operation of collectively organized agricultural production co-operatives. Integral choices regarding leadership selection, land use, crop choice, surplus retention, marketing arrangements and property rights reflected the state's rather than co-operators' preferences and generated powerful disincentives for collective sector activity. In 1985, however, changes in official policy permitted co- operators much greater enterprise control. Members responded to this enhanced autonomy in ways that accorded with theoretical expectation, most fundamentally by preserving collective tenure while combining it with an enlarged household sector
