On 29 May 1968 Prime Minister Trudeau made the dramatic declaration that his government, if elected, intended, through a full-scale review of external relations, to give Canada a new foreign policy and a new role in the world. Sceptics had grounds for doubting the seriousness of this promise and the likelihood of its fulfilment. Those concerned with the external environment might well wonder whether the complex, intractible dynamics of international politics would permit such a carefully constructed transformation by a country of middle rank.
