Latin America seems to offer the conditions capable of ensuring a certain limited validity to a scheme of stages1: (a) relatively similar cultural, social and economic settings at the beginning of the transition to a modern-industrial society2 and (b) similar external and internal historical circumstances during the process. In fact, though there have been few attempts to present an explicit theory of stages, most if not all of the historical and theoretical analyses of modernization or its component processes tend to assume, in one way or another, a succession of stages valid for the whole region. To a certain extent, however, the perception of Latin America as a unit is based not only on theoretical historical and socio-cultural factors, but also to use an obsolete term in reference to a condition which still exists on geopolitical and ideological causes: Latin America's common political status vis-a-vis the international political power structure and the allocation of spheres of influence.
