strange but fruitful development in post-war Commonwealth as well as general international relations is what has been called the Indo-Canadian entente or the Ottawa-New Delhi Axis. It is such an unexpected development that some Indians as well as Canadians and many foreign observers are either fascinated that it should have transpired at all or are sceptical of its durability. The difficulties in its way and the differences between the two countries in historical background, geography, racial composition, cultural orientation and material advancement are so striking and obvious that they do not need much explaining. The purpose of this essay is to trace the development of this improbable, but surprisingly real, relationship and to make an assessment of its significance to the Commonwealth as well as to the world at large. As a new, independent state, it has been India's main objective in world affairs to promote friendly relations with every other nation (and especially with other Commonwealth nations) irrespective of political and ideological differences. But the kind of relationship she was come to have with Canada would not have been possible but for the determined and deliberate efforts of the Canadian government, fully backed by Canadian public opinion
