The 1980s saw a return to democracy in most Latin American countries, including Peru. However, in spite of what might appear to be the manifestation of a cyclical pattern, this has not signified a return to the previous status quo ante. In spite of the combination of pressure and solidarity imposed by the North in support of democracy, and in spite of the collapse of socialism in Eastern Europe (representing an alternative model), the Latin American democracies continue to be fragile and subject to the close and persistent vigilance of their Armed Forces.2 On top of all this, they now have to contend with an additional element, one which did not come into existence until the 1970s: the international NGO movement
