La revolució de les comunicacions ha afectat profundament l’estructura social de les societats contemporànies avançades. Com que aquestes societats es troben en contextos de naturalesa marcadament sociotècnica, és a dir, d’intrincades interrelacions socials i avanços tecnològics incerts, la gestió de riscs es converteix en una pràctica altament complexa. De fet, els entorns sociotècnics que resulten de les tecnologies emergents situen la gestió del risc potencial com a prioritat dels individus, en particular, en els beneficis assumits mitjançant la ciència i la tecnologia. Fruit de les dinàmiques canviants que originen les tecnologies en la societat, així com de les respostes socials cap a aquestes, es creen nous fronts que demanen de ser atesos mitjançant l’ús d’instruments i l’aplicació de certs procediments que s’adapten a aquesta realitat que s’imposa, pel cap alt, multidimensional. Si els riscs associats a unes certes tecnologies es caracteritzen, avui, per la incertesa científica que les envolta, i certes pràctiques reguladores no satisfan la confiança dels individus, potser haurem de reflexionar i replantejar-nos una nova forma de donar pas a la participació com a camí cap a la creació d’un consens social.
