Pakistan has dragged its heels in developing an Africa strategy, preferring to focus on its more traditional alliances and partners. And now, as it seeks a new relationship with the continent, particularly in strategic countries such as South Africa, it finds it is lagging its giant neighbour, India. The paper examines the relationships both between Pakistan and Africa, as well as India and Pakistan in their pursuit of their respective international ambitions
