The article traces the changes in the Russian diamond industry, and the effect they have had on Russia's ability and willingness to participate in the international diamond cartel. It gives particular attention to the political disputes that surround the Russian diamond industry and Russo‐De Beers relations. The article relies heavily on extensive author interviews conducted with a variety of officials in the Russian diamond industry and with De Beers officials in both London and Moscow. The article concludes that three separate domestic Russian disputes have intruded on the creation and implementation of diamond policy. These domestic disputes have markedly increased the difficulty of maintaining Russian participation in the diamond cartel. Thus, while the new Russo‐De Beers agreement marks a remarkable success for the diamond cartel, the relationship is likely to remain one fraught with difficulties
