The article proposes an integrative framework for regional co‐operation in Southern Africa. It argues that there is a clear need for a comprehensive multi‐disciplinary approach to regional co‐operation far development. A matrix of political/diplomatic, military/security, and economic approaches to crisis management and to long‐term development within the region is put forward. The article outlines the assumptions that underpin the model. These include the existence of serious sources of potential conflict in the region, the fact that no state in the region stands to gain from domestic or cross‐border conflict affecting its neighbours, the link between economic and social progress and good governance, the pre‐requisite of economic growth to prevent socio‐economic frustration from threatening political stability, and the need for the countries of the Southern African Development Community to co‐operate to create the conditions that will facilitate trade and investment in the region
