The treaty of Limerick signed on 3 October 1691 signalled the end of the Williamite war in Ireland. Under its terms the Irish commander, Sarsfield, and some 14,000 of his officers and men were obliged to emigrate to the continent of Europe. The majority Catholic population was left defenceless, while the tiny minority of Protestant settlers, with the approval and sanction of the English king and his council, proceeded to enact the infamous Penal Laws. under which the Catholics were debarred from public life, forbidden to buy land or to take long leases
