It has often been claimed, from Hegel to Trevor-Roper, that the underdeveloped countries have no history or if they do, that it is of no significance. Sensible people now know these claims to be false. Indeed it could be said that a large part of the history of mankind, from the ancient invention of writing to the contemporary invention of new forms of social organization, has been written in China, the world's largest underdeveloped country. China, of course, has not always been underdeveloped. In fact, during a period when Europe was mired in the squalor of the Middle Ages, was incontestably the most advanced country of the time (Gernet, 1970: 18). It is the great merit of Lippit's essay that it places China's underdevelopment in historical context and increases our understanding of the process by which China ceased to be the most advanced nation and became one of the most backward. Strange to say, the issue raised by Lippit has been relatively negelected for it has been only in recent years, thanks in large part to the pioneering work of Paul Baran and A. G. Frank, that scholars have begun to abandon the earlier view of underdevelopment as the original
