This article presents a comprehensive, unprecedented analysis of environmental nongovernmental organization (ENGO)‐related impacts in Japan, Korea, Taiwan, and China. We analyze the effects of ENGOs on four types of environmental policies, using data from government agencies, environmental organization networks, and public policies/legislation. The results from this quantitative approach show that for Korea and China only, policies are strongly predicted by ENGO creation. Further, ENGOs can undermine their own agenda if they do not sufficiently balance the interests of the public and the government
