The core of the aging problem is the issue of financial guarantees for the elderly. The biggest effect of population aging on society is manifested first of all as a rapid increase in the demand for retirement pensions. At the present stage, a key component of China's urban social security is eldercare security. It is also a task of major importance for the overall situation of social development and reforms during the restructuring of China's current system and will be so for a long time to come. The bottom line is that eldercare guarantees concern the distribution of interests between generations, as well as the sustainable social and economic development and fundamental rights and interests of the elderly
