Gambling, by its very nature, is a kind of immoral behavior which benefits oneself at the expense of others and which gains without working. Before Liberation some local riffraff, hooligans, social vagrants often used opening gambling houses to set up swindles to fleece the people's money and wealth. Due to the identity of interests of the exploiting classes, gambling activities always received protection and acquiescence from those in power during historical periods of reactionary rule. According to historical records, during the period of puppet [rule by] Wang [Wang Jingwei, early 1940's], the six gambling joints opened by Lu Ying, the secret agent, had victimized more than 500,000 persons, including more than 4,000 who lost family fortunes and many who were driven to the wall and jumped from buildings or drowned themselves. After Liberation the people seized political power and established the socialist system which for the protection of the people's interests proclaimed that gambling is illegal behavior and adopted measures carrying out a series of reforms and transformations of corrupt poisons left from the old society. On the eve of the "Cultural Revolution" gambling activities were rarely seen. However, after ten years of turmoil created by Lin Biao, Jiang Qing and company, in recent years gambling activities have been revived, spreading swiftly with expanding tendencies. According to relevant statistics, last year the number of person-times (renci) [instances] which required handling because of assemblage for gambling was twice that of the previous year.
