Editor's Note: The deep-seated difficulties that China's reform faces, and the tremendous achievements that reform has attained are both plainly visible to all. This is a new problem that has emerged in the course of the promotion of economic growth and systemic reform. There is no way out without reform; it would be even worse if we retreated to the old system. How, then, shall we, in the final analysis, deepen China's reform? This calls for the arrival at a consensus among quite a large number of people. In this essay, proceeding from the general background of social-economic-political development, we propose a description of the systems (or institutional) environment that our country needs to possess in its current stage of development, as well as of the fundamental problems that need to be resolved if reform is to be deepened, with the hope that this would elicit further explorations of these issues among our colleagues and friends in all circles
