In 1997, an unusual number of Roma claimed refugee status in Canada, prompting the Canadian government to reimpose the requirement of a visitor visa for Czech citizens. This was intended to be a temporary measure that would be lifted under certain conditions. A policy review was conducted in 1999, upholding the 1997 decision. This article sheds light on the review using official documents recently released under the Canadian Access to Information Act. Although not telling the whole story of the review in themselves (portions were redacted or withheld), they confirm the utility of visa requirements to reduce the number of unwanted migrants from a particular country as well as how easy it is to obtain refugee convention status in Canada
