The Arab Charter on Human Rights1 (the ‘Charter’) entered into force on 15 March 2008, two months after receiving seven ratifications, in accordance with Article 45 of the Charter.2 There is little knowledge worldwide of this new instrument and the treaty body established to supervise its implementation—the Arab Human Rights Committee. If ratified by all of the 22 Member States of the League of Arab States (LAS) by 2015, it will potentially affect some 395 million people.3 It is, therefore, an instrument of great importance and should not be marginalised when discussing regional initiatives for the protection of human rights. The purpose of this short note is to provide a brief update concerning the Charter and the Arab Human Rights Committee. It ends with a few comments on some important recent developments in the League of Arab States that relate to human rights, which arose out of efforts to ‘modernise’ the LAS.
