Where Did It Come From and Why Did It Stay So Long

This article explores the source of the issue of decommissioning, examines why it remained an important issue for so long and assesses the impact that the decommissioning issue has had on the peace process. Was the issue’s dominance inevitable, given the necessity to remove the IRA’s illegally held weapons; the result of poor handling of the question by the British and Irish governments; or the outcome of the actions of elements within unionism which sought to derail the process? The article suggests the dominance is at least in part a result of actions by the British and Irish governments. Whilst these actions are understandable and explainable in the context of the unique situation of the fledgling peace process, it illustrates that mistakes were made which, if avoided, might have meant the process would not have been stalled by the issue of decommissioning for as long as it was
