This article builds on the organizational and interorganizational literature by presenting a four-phase framework for community- based consortia development. Currently being used in one metropolitan area, this framework identifies critical process and content issues and themes that occur within and between a consortium's developmental phases. Key leadership competencies and skills are noted also. Implementation of these skills and practices by social workers and other professionals interested in community practice facilitates effective utilization of the consortium structure to meet the increasingly numerous and complex challenges facing today's communities
