Recent years have witnessed a resurgence of scholarly interest in the ability of states to use economic sanctions to achieve important policy objectives. This interest in the successful use of sanctions has been an enduring theme of the sanctions literature and is driven by the desire to generate practical policy advice. By comparing past instances of success and failure, scholars hope to discern the conditions under which policy makers can use economic sanctions most successfully as an instrument of foreign policy
