Die Beschäftigung von vor allem osteuropäischen Frauen wurde seit den späteren 1990er Jahren zu einem bedeutenden Element der Versorgungsstruktur für pflege- und betreuungsbedürftige Menschen in Österreich. Allerdings wurde erst 2007 mit dem Beruf der Personenbetreuung eine gesetzliche Basis für die bislang meist am Schwarzmarkt ausgeübte 24-Stunden-Betreuung geschaffen. Dieser Artikel analysiert die Entwicklungen und die Implikationen dieser Beschäftigungsform. Die vorherrschende Ausgestaltung des Arbeitsverhältnisses in Form einer selbstständigen Tätigkeit stellt zwar eine relativ kostengünstige Pflegealternative dar, allerdings mit nachteiligen Wirkungen hinsichtlich wohlfahrtsstaatlicher Absicherung und arbeitsrechtlicher Bestimmungen. Auch Qualitäts- und Qualifikationsaspekte werden als Defizite dieser regularisierten Personenbetreuung erkennbar. 24-Hour Care for Older People. Developments and Implications of Regularised Migrant Care Arrangements in Private Households in Austria The employment of migrant care workers from Central and Eastern Europe in private households has, since the late 1990s, become a major element in the Austrian long-term-care system. It is only since 2007 that legal changes have enabled the regular employment of 24-hour care workers to be undertaken. This article analyses these developments and the implications of this particular change. The predominant self-employment mode enables 24-hour care to be provided at a lower price than any other formal care arrangement; however, it is also associated with considerable adverse effects when it comes to claims for social security benefits or work-related regulations. In addition, quality assurance and issues surrounding qualifications are not adequately resolved
