Patients as Rational Consumers Steering healthcare systems via the demand side is traditionally considered problematic. Due to information asymmetries and bounded rationality many patients are unable to assume the role of a rational consumer. Nevertheless, over the last ten years, calls for a change in the concept of patients towards a rational patient or consumer have intensified. Along the lines of consumer policy, German health policy has followed this conceptualization of patients. This is demonstrated with respect to optional tariffs and patient receipts, individual health services and various forms of patient involvement
