The September 11 attacks showed that the importance of the responses to new threats requires integration of the policies of the State for effective action. Therefore, this paper analyzes, on one side, the factors that complicate Latin America’s participation in the design and formulation of the new international system rules. And, on the other side, it proposes a new concept of security based on a holistic perspective that effectively relates the components of international security, state security, and human security
